About the Fund
The State Institution “Energy Efficiency Fund” (the Fund) was established in 2018 according to the Law of Ukraine “On Energy Efficiency Fund” (the Law).
The Fund has been founded by the state of Ukraine represented by the Cabinet of Ministers of Ukraine and was co-funded by the state of Ukraine and the international donors.
The Fund is located in Kyiv.
The Fund is created to support country’s energy efficiency initiatives. Its activities shall focus on the implementation of initiatives and support of actions aimed at the increase of energy efficiency of buildings and energy saving measures reducing energy waste and will not target profit-making. The Fund’s primary focus shall be on the residential buildings.

Purpose of the Role
Director is responsible for the overall management of the Fund, the execution of its strategies and policies and achievement of its objectives. For these purposes Director supervises and directs all units of the Fund accordingly, works closely with outside parties, as required, is accountable for Fund’s results, performs strategic stakeholder management, oversees the compliance of the Fund with applicable internal and external rules.
Role Status
Director is the head of the Fund and heads the Management Board (Board of Directors). Director is assigned by the Supervisory Board and directly reports to the Supervisory Board.

Role & Responsibilities:
Business management:

  • Lead the development of the Fund strategy for approval by the Supervisory Boards of the Fund. Convert the approved strategy into the short- medium- and long-term plans for different parts of the organisation;
  • Oversee all operations and activities of the Fund to ensure they produce the desired results and are consistent with the overall strategy and mission
  • Develop and regularly review (and adjust if applicable) business plans ensuring their alignment with short-term and long-term objectives of the Fund and control their implementation;
  • Development and adjustment of the systems and the procedures of the Fund, to ensure effectiveness and efficiency of operations. Review financial and non-financial reports to devise solutions or their improvements;
  • Takes part in decision-making of the Board as the Member of the Board.
  • Maintain a deep knowledge of the markets of the Fund operations.

People Leadership

  • Supervise and motivate the Fund personnel (in collaboration with the CFO and CTO), providing necessary oversight and guidance to ensure all activities are completed against relevant targets (e.g. budget, report clearance etc.);
  • Develop a high performing managerial team (Board of Directors and heads of other Fund’s units). Set up and maintain effective performance management policies;
  • Build and maintain high performance culture in the organisation.


  • Oversee activities of the Financial and the Technical offices to ensure their compliance with the Fund’s internal regulation and with applicable laws and regulations, including the ones set forth by government authorities and/or donors;
  • Oversee internal risk management and internal control systems, ensuring their compliance with the types and volumes of the Fund's operations, monitor effectiveness of internal risk management and internal control systems;
  • Oversee risk assessment of the investment projects and recipients of financing, and institutional risk assessment.

Performance Management:

  • Regularly evaluate effectiveness of the Fund's activities;
  • Review the reports on the results of monitoring, analysis of the quality and verification of energy efficiency measures implemented with the participation of the Fund and implementation of necessary corrective actions;
  • Conduct regular periodic assessment of the Fund's financial products, programs, projects and recipients of financing.

Product Development:

  • Assure a development of and oversight over financial and technical products suitable for investment into energy efficiency in the local market place;
  • Review the eligibility criteria of beneficiaries and projects and recommend proposals to be reviewed and approved by the Supervisory Board;
  • Oversee development of the financial eligibility criteria for banks and other intermediaries to be engaged in projects financed by the Fund.

Collaboration with key stakeholders:

  • Organize and maintain cooperation with financial intermediaries, donors and donor funds;
  • Build trust relations with key partners and stakeholders and act as a point of contact for key shareholders;
  • Liaise with government authorities;
  • Manage relations with external financial partners and other 3rd parties, implementation of efficient marketing actions to promote the Fund and its products.


  • Oversee functioning of the Fund’s IT system, ensuring its security;
  • Assure regular reporting of the Direction to the Supervisory Board as per the agreed schedule;
  • Assure the activities and holding meetings of the Supervisory Board;
  • Perform other functions connected with the Fund's operational activities as may be requested by the Supervisory Board.
