About the Fund
The State Institution “Energy Efficiency Fund” (the Fund) was established in 2018 according to the Law of Ukraine “On Energy Efficiency Fund” (the Law).
The Fund has been founded by the state of Ukraine represented by the Cabinet of Ministers of Ukraine and was co-funded by the state of Ukraine and the international donors.
The Fund is located in Kyiv.
The Fund is created to support country’s energy efficiency initiatives. Its activities shall focus on the implementation of initiatives and support of actions aimed at the increase of energy efficiency of buildings and energy saving measures reducing energy waste and will not target profit-making. The Fund’s primary focus shall be on the residential buildings.

Purpose of the Role
Financial Director / Chief Financial Officer (CFO) heads the Financial Office, assures independent and qualified assessment of the proposed projects against financial criteria set forth by the Supervisory Board, advises on financial aspects during an implementation of approved projects and assures post-project monitoring of project’s conformance to the Fund’s financial requirements, manages the Fund's financial resources, leads financial reporting, planning and analysis, oversees the compliance of the Financial Office with applicable internal and external rules, procedures and regulations, and liaises with donors on financial matters.
Role Status
Chief Financial Officer is the member of the Board of Directors. The Board is headed by Director of the Fund and includes also Technical Director/Chief Technical Officer as determined by the Supervisory Board. CFO is assigned by the Supervisory Board.


Role & Responsibilities

  • As a member of the Board of Directors, the Chief Financial Officer is actively involved in all strategic and operational decisions of the Fund;
  • Develop, manage, and perform ongoing evaluation of the financial aspects and performance of the Fund’s products;
  • Establish the Financial Office, namely create job descriptions according to the approved structure, recruit, onboard, evaluate and develop its staff, including financial training;
  • Manage, supervise and motivate the Financial Office staff;
  • Monitor and provide necessary oversight and guidance to ensure that the Financial Office operations are completed against relevant targets (e.g. budget, timing, report clearance, etc.)
  • Oversees the compliance of the Financial Office with Fund’s internal rules and procedures as well as with applicable external regulations and requirements, including the ones set forth by government authorities and/or donors;
  • Set up, manage and monitor financial evaluation processes of energy efficiency projects and oversee an introduction of best practices and experience into daily operations;
  • Assure that applicants are provided with a proper advice on the financial component of their applications and on the selection of the contractors for the implementation of their projects;
  • Develop, implement and monitor the financial eligibility criteria for external partners of all kinds that allow for their involvement in implementation of the projects funded by the Fund;
  • Develop, manage and monitor risk management procedures based on international best practices;
  • Develop and maintain strategic stakeholder relations on financial matters with international donors and state entities;
  • Manage the Fund's financial resources and obtaining an additional funding, perform budgeting, controlling and reporting;
  • Lead the financial planning and analysis; 
  • Set up, manage and monitor the statutory and management reporting as well as the regular and ad-hoc reporting to Supervisory Board as well as to the state institutions and organizations according to the legislation requirements;
  • Other responsibilities pursuant to the Law, the Fund’s Charter and the Regulation on the Board of Directors.
