About the Fund
he State Institution “Energy Efficiency Fund” (the Fund) was established in 2018 according to the Law of Ukraine “On Energy Efficiency Fund” (the Law).
The Fund has been founded by the state of Ukraine represented by the Cabinet of Ministers of Ukraine and was co-funded by the state of Ukraine and the international donors.
The Fund is located in Kyiv.
The Fund is created to support country’s energy efficiency initiatives. Its activities shall focus on the implementation of initiatives and support of actions aimed at the increase of energy efficiency of buildings and energy saving measures reducing energy waste and will not target profit-making. The Fund’s primary focus shall be on the residential buildings.


Purpose of the Role
Head of Internal Audit heads the Internal Audit Unit, provides an independent assessment of the compliance of the Fund’s operations with its internal regulations and with all applicable laws and regulations, sets up related internal procedure, systems and controls, manages the risks’ identification and mitigation of risks, makes recommendations and draws identified weaknesses or shortcomings to the attention of the Supervisory Board.


Role Status
Head of Internal Audit is assigned by the Supervisory Board and reports to the Supervisory Board. Head of Internal Audit manages respective internal audit business unit.


Role & Responsibilities

  • Develop, approve and follow up on the policy of the Internal Audit Unit with the Supervisory Board;
  • Control compliance of Fund’s operations with the Fund’s internal rules and applicable laws and regulations and keep the Supervisory Board timely informed thereon;
  • Develop, implement and monitor the annual audit plan, introduce a risk- and a priority-based approach to the review of the Fund’s operations;
  • Monitor the compliance of the managers and employees of the Fund with the requirements of legislation and internal regulations of the Fund, identify their potential abuse of power and/or conflicts of interests within the Fund
  • Monitor the accuracy, reliability and the timeliness of provision of accounting and financial reporting within the Fund and externally
  • Review and evaluate the types of the Fund’s activities performed through outsourcing to legal entities and individuals;
  • Liaise with international donors and state entities on audit and compliance matters;
  • Prepare the regular and ad-hoc reporting to Supervisory Board and to stakeholders (e.g. donors);
  • Other responsibilities pursuant to the Law, the Fund’s Charter and the Internal Audit department Policy.
