About the Fund
The State Institution “Energy Efficiency Fund” (the Fund) was established in 2018 according to the Law of Ukraine “On Energy Efficiency Fund” (the Law).
The Fund has been founded by the state of Ukraine represented by the Cabinet of Ministers of Ukraine and was co-funded by the state of Ukraine and the international donors.
The Fund is located in Kyiv.
The Fund is created to support country’s energy efficiency initiatives. Its activities shall focus on the implementation of initiatives and support of actions aimed at the increase of energy efficiency of buildings and energy saving measures reducing energy waste and will not target profit-making. The Fund’s primary focus shall be on the residential buildings.

 

Purpose of the Role
Technical Director / Chief Technical Officer (CTO) heads the Technical Office, provides independent and qualified assessment of the proposed projects against technical project eligibility criteria set forth by the Supervisory Board, advises during an implementation of approved projects, assures post-project monitoring of project’s conformance to applicable technical regulations and building standards as well as of achieving the claimed levels of energy savings, and oversees the compliance of the Technical Office with applicable internal and external rules, procedures and regulations, and liaises with donors on technical matters.

 

Role Status
CTO is the member of the Board of Directors. The Board is headed by Director of the Fund and includes also Financial Director/Chief Financial Officer, as determined by the Supervisory Board.

 

Role & Responsibilities

  • Takes part in a decision-making by the Board as the member of the Board.
  • Develop, manage, and perform ongoing evaluation of the technical aspects of the Fund’s products;
  • Establish the Technical Office, namely create job descriptions according to the approved structure, hire, onboard, evaluate and develop its staff, including technical training;
  • Manage, supervise and motivate the Technical Office staff;
  • Monitor and provide necessary oversight and guidance to ensure that the Technical Office operations are completed against relevant targets (e.g. budget, fieldwork timing, report clearance, etc.)
  • Oversees the compliance of the Technical Office with Fund’s internal rules and procedures as well as with applicable external regulations and requirements, including the ones set forth by government authorities and by agreements;
  • Set up, manage and monitor technical evaluation processes of energy efficiency projects and oversee an introduction of best practices and experience into daily operations;
  • Develop, implement and monitor the technical eligibility criteria for external partners of all kinds that allow for their involvement in implementation of the projects funded by the Fund;
  • Develop, implement and evaluate eligibility criteria for the persons to perform the projects’ verification after their implementation;
  • Perform an ongoing monitoring, analysis and evaluation of the gains of energy efficiency measures implemented with the participation of the Fund;
  • Introduce, operate and oversee the management information systems on projects implemented within the framework of the Fund's programs, their effectiveness and efficiency;
  • Other responsibilities pursuant to the Law, the Fund’s Charter and the Regulation on the Board of Directors.
